Rogue Rowers
Friend or Foe?
During each round, two pirates will be in the region, either separately or together.
Rogue Rowers do not follow any rules.
They and can be hostile or friendly towards crews and their ships.
Rogue Rowers can hide, bury, steal, and scavenge for treasure and supplies at anytime, so checking their rowboat or hearing what they have to say may be worthwhile.
They can use anything to their advantage at anytime during the event.
